- City Councilman Jim Motznik hoped to sponsor legislation to put on a ballot question asking voters if the size of City Council should change from nine members to seven.
Council members can vote to on a measure on the ballot.
Residents demanded a public hearing, and the resulting delay made it impossible to put the measure on that ballot.
The vote could occur on the May 15, 2007, ballot.

Council President Doug Shields said he opposes a reduction but would support a complete review of the city's home rule charter, which is inconsistent in its treatment of vacant offices and includes an unconstitutional impeachment provision, but he doesn't want a "piecemeal" approach.
