One of the nasty dealings with the once per decade redistricting process is the backlash that can push people out of their long-standing districts for revenge and spite. This can be fixed with some different rules and allowances.
This solution not only worrys about the sitting legislatative politician, but also allows for neighbors to get the allowances to for running in elections in rare instances from a bit of a distance.
Consider Pittsburgh's mayor office. Perhaps Lynn Swann would be interested in running for Mayor in the City of Pittsburgh. But Swann does NOT live within the city. With new residential allowances, candidates would be permitted to run for elected office in one district while residing at a home that is outside of the district. These candidate cross-overs from one district to the enxt would only be permitted for a brief period every decade.
A week candidate, an open seat, a one-party dominance, and other upsides exist.
