Former Allegheny County Councilman Ron Francis is laying the groundwork for a 2008 run against U.S. Rep. Jason Altmire, a first-term Democrat from McCandless.
Mr. Francis, a Ben Avon Republican, this month registered his fund-raising committee with the Federal Election Commission. A lawyer for Reed Smith, he was one of Allegheny County Council's 15 original members when Allegheny County moved to home-rule government in 2000.
Mr. Altmire, a former executive with UPMC, last year defeated incumbent U.S. Rep. Melissa Hart.
