  • A community activist who once ran for Erie mayor has been ordered to stand trial on charges that he raped an 11-year-old girl repeatedly and in two separate insurance fraud cases. Authorities say 34-year-old Rubin Swift raped the girl in 2006 and 2007. He's also accused of filing a fake stolen car report and of trying to get payment for medical treatment using a false identification and altered medical records. Mr. Swift waived his right to a preliminary hearing Friday. He briefly ran for mayor in 2004, before dropping out of the race. Before that he raised money for the homeless by living in a plywood shanty in downtown Erie in 2003 and walked to Washington, D.C., in 2004 to protest high gasoline prices.
